When can rights be suspended or limited?

Now that you’ve been introduced to the rights in the ICCPR, and to the types of legal obligations they give rise to, we can turn to the key question – when can human rights be limited?

As you saw in the introductory exercise, most rights are not absolute and can in specific cases be restricted in specific ways. The ICCPR lays down rules for doing so. The video lecture explains the way this works.
