The Enforcement Spectrum

The Enforcement Spectrum is a tool designed to help you understand the different ways in which the United Nations (UN) can persuade or require states to abide by the human rights obligations they assume as UN members and by ratifying international treaties.

The Enforcement Spectrum organises the different forms of pressure that can be brought to bear on states by the variety of different UN procedures we are examining in detail in Modules 5, 6 and 7.
