Canada is about to ratify the Optional Protocol to the Convention against Torture (discussed above).
When it does so, in what ways will this allow the treaty body established by the Protocol to scrutinize Canada in ways other treaty bodies cannot?
Do you think this will be beneficial, or that it will have little impact in Canada? In thinking about this question, please have a look at the material on solitary confinement in Canadian prisons compiled by the Globe and Mail. You need not read all of it! But look at some of the stories and the action (or lack of action!) by various Canadian authorities to get a sense of how an international treaty might (or might not) have helped spur a quicker response.
